前一个是总理,后一个可作为与总理同级的首相.

应该是premier, chancellor通常指的是校长，Any of various officials of high rank, especially: 高级官员：身居高级职位的各种官员，尤指： A secretary to a monarch or noble。
国王的秘书，贵族的秘书 Chiefly British The chief secretary of an embassy。 【多用于英国】 一等秘书：大使馆的一等秘书 The chief minister of state in some European countries。
总理：一些欧洲国家的总理 The president of certain American universities。 大学校长：美国某些大学的校长 Chiefly British The honorary or titular head of a university。

premier...... I guess it depends on which country you are talkng about. I don't think it is such a big deal if they both mean the same, however, i think premier is really the word for 总理.....
