有如下两点理由： (1) 如果象yuqing3700所说，insist一个词对前一个从句用一个意思，对后一个从句又用另一个意思，这是罕见的，容易引起歧义，不符合英语写作自然、简明的基本要求。如果出题老师真有这个意图，就有点钻牛角尖和故弄玄虚了。
(2) 在英语中，如果一个动词后面有由and连接的两个宾语从句，一般来说这两个宾语从句之前都有that引导，这样即能防止产生歧义，又能使句子结构明确易读。 所以，本题选 C 是毫无问题的；意思是：经理坚持说计划是合理的，因此我们执行了这个计划。
