There isn't really an active fansub community around Chinese content like there is around Japanese。 It's only really the big blockbuster movies that get translated, which you can find on your favourite torrent sites buy legally on DVD。
Cartoons are fairly hard to find, because China doesn't really have much of a domestic animation industry。Most fansubs of Chinese content are probably for Taiwanese TV dramas。
The main sites where you can find them are about asian TV in general, so they also have Japanese and Korean content - I don't want to link directly, but if you search on Google they're quite easy to find, either for streaming or download。
