On August 2 a proclamation was issued, giving notice that the authorities intended to collect certain taxes at Swatow on all imports of cotton yarn, raw cotton, and kerosene oil, as a purely temporary measure, in aid of the expenditure on forts and armaments. The rates given were these:- One kerosene oil, 2•8•8 mace (about 1s. 5 1/2 d.) per case of two tins; on cotton yarn, 2 mace (about 1s. 0 1/4 d.) per 133 1/3 lbs.; and on raw cotton, 1 mace (about 6 1/8 d.) per 133 1/3 lbs. It had for some time before been known that the Canton Government intended to raise money in this way, and intense excitement prevailed in Swatow. Anonymous placards warning the authorities were everywhere to be found, and in one of these it was argued that the taxation would be illegal, as the people of the district had, in the time of the former governor-general, Jui Lin, been promised by the Empress Regent exemption from likin as a reward for their services in keeping foreigners out of the region (but more probably as a bribe to the natives to withdraw all opposition to their entry into Ch'ao-chow-foo, the right to frequent which city was tardily secured in Jui Lin's time.) 背景是清末对汕头征税的，呵呵。谢谢大家了~
