The quality of presentation of this paper was dreadful. Ordinarily it should have been rejected. However, the subject matter is interesting and topical and the impedance plots are quite good. For these reasons, better-prepared papers were published first and it was put in the queue for consideration in the second-ranked line.
The paper has taken about four hours to review and correct. From a technical standpoint, whether or not the results claimed are an accurate reflection of corrosion behaviour is anybody's guess, though the quality of the overall presentation does not inspire confidence.
We have a decision to take as to whether we write off the time and effort invested in reviewing and correcting this paper to get it into a state that it can be understood and assessed technically, bearing in mind its topical interest, or we reject it because it still requires further work, and even when corrected it will only constitute a mediocre paper. Alternatively, we implement the current corrections, allow the authors to make good the remaining omissions and then get the benefit of the work (we have) already done.
It was not possible to give you direct feedback on the paper until the review had been undertaken, but I would be interested to hear now if feel the author's agitation was justified? (see my earlier response).
