This thesis introduce the concept, character, and domestic and foreign circumstance of modern distance learning, analyze the possibility of developping distance learning, clarify the character and requirement of modern distance learning, after that using stream media technology to analyze the theory of technology, research the realization of stream media and the synchronization video courseware with teach planning and the encryptting method of stream file。
At the end of this thesis, it research software and hardware system of distance learning, choose the phototype of the system, research system structure, flow and character。
Emphasizing to research the technology which used Microsoft Window Media, then raise the key step of playing and transferring stream media。

The subject introduced the conception , the characteristics and the actuality of home and abroad of the modern distance education , and analyzed the practicability to develop quickly the modern distance education for our State , and cleared the characteristics and demands of the modern distance education , and then depended on the stream model media as the main technique ways , and analyzed the technique principle , and studied to how to realize the stream mode transportation technique , and the video frequency subjects and teaching plan , and the ways to encrypt the video frequency stream mode files , finally , it studied the software and hardware platforms of the distance education , and to choose the model for the system , and the structures , the processes and the characteristics of the system , and the Micro soft Windows Media which used , and then put forward the key steps of the stream mode media’s transportation and broadcast , so we got the distance education system on base of the Windows Media Service , at last , it analyzed the characteristics of the distance education on base of the stream mode media technique 。
