这里的默许还带有一点似乎不可以的暗中支持。比如说，“小灵通”本来政府是明令不许发展的，但是其实又得到政府的默许，暗中支持。所以就这样也发展到七千多万用户。（我这里绝对没有任何批评谁的意思啊，我个人就喜欢小灵通。只是很难举出类似的例子来说明我的问题）。谢谢！
